The grounds for the emergence and the procedure for the implementation of the right of citizens of the Russian Federation to labor pensions are established. The concept, types and structure of labor pension, the circle of persons eligible for a pension, and sources of funding are determined. There are three types of retirement pensions: old age, disability and survivor. The conditions for assigning labor pensions, the procedure for their recalculation and indexation are determined. The periods of work and other periods included in the insurance period are established, as well as the procedure for its confirmation. The size of the basic part of the labor pension is differentiated depending on the category of the pensioner. At the same time, the need to ensure a higher level of pensions for disabled people of group I and elderly citizens, as well as non-working persons, who are dependent on non-working family members, is taken into account.

The procedure and terms for the appointment, recalculation of the amount of the pension and its payment (including its delivery), as well as the transition from one type of pension to another, are determined.

The federal law, with the exception of certain provisions, comes into force on January 1, 2002. From this date, the Law of the Russian Federation "On State Pensions in the Russian Federation" and the Federal Law "On the Procedure for Calculating and Increasing State Pensions"
